The officers referred to in paragraphs 1 and 2 shall be: ... as regards the Federal Republic of Germany: officers of the "Polizeien des Bundes und der Laender" as well as, with respect only to illegal traffic in narcotic drugs and
psychotropic substances and arms traffic, officers of the "Zollfahndungsdienst" (customs investigation service) in their capacity as auxiliary officers of the public ministry.
