  • lepinguriigid, kõik Majandusliku Koostöö ja Arengu Organisatsiooni (OECD) täisliikmed ning riigid, mis on sõlminud Rahvusvahelise Valuutafondiga (IMF) spetsiaalsed laenulepingud IMF-i üldiste laenukokkulepete (GAB – General Agreements to Borrow) alusel. Riike, mis on restruktureerinud oma välisvõla, ei käsitleta A-tsooni riikidena viie aasta jooksul, alates restruktureerimise kokkuleppe sõlmimise soovi avaldamisest riigi poolt.
