a third-generation mobile and wireless communications system capable of supporting in particular innovative multimedia services, beyond the capability of second generation systems such as GSM, and capable of combining the use of terrestrial and satellite components. This system shall at least be capable of supporting the characteristics referred to in Annex I., a technology and standard for third generation mobile digital systems, currently under development within ETSI and by the RACE programme. UMTS should support full personal communications services, delivered over a combination of fixed and mobile networks. Work in the framework of the ITU in this field is carried out under Future Public Land Mobile Telecommunications System (FPLMTS).
