TRA-alasid saab moodustada nii militaar- kui ka tsiviillennunduse vajadusteks. TRA-alast on lubatud muud lennuliiklust ala kasutajaga koordineerides lennujuhtimisloa alusel läbi juhtida. TRA-alad avaldatakse Eesti AIP osas ENR 5.2.
