The mission of the Reduced Enrichment for Research and Test Reactors Program (RERTR) is to develop technologies that could be used to minimize and eventually eliminate the use of highly-enriched uranium in civil applications worldwide. If these are converted to the use of low-enriched uranium fuels which cannot be used in nuclear weapons, a major proliferation risk can be virtually eliminated. A cooperative program with Russia that has the same goals and objectives for Russian supplied research reactors began in 1996.
