1. Vessels of the Community as at present constituted which intend to leave the Swedish fishing area must transmit a passive report at least one hour before crossing the boundary line of the Swedish fishing area. The following information to be transmitted:
(a) passive report;
(b) nationality of vessel and call sign;
(c) side number and name of vessel ...
2. After the passive report has been submitted, fishing in the area is no longer permitted.
