The Plan identifies those areas in which coordinated action makes a difference in avoiding accidents and serious incidents, which is the ultimate goal that links all the activities together. The three areas of the Plan comprise systemic, operational and emerging issues.
The European Aviation Safety Programme is complemented by the European Plan for Aviation Safety that identifies the specific risks currently affecting the Union aviation safety system and proposes mitigating actions to address these risks. While so far the process for the development of the European Plan for Aviation Safety has been largely internal to EASA, the time is now right to give it a truly European dimension and ownership notably through stronger involvement of Member States and of industry.

The European Plan for Aviation Safety was previously called the European Aviation Safety Plan. Its name has been changed to prevent confusion between the European Aviation Safety Programme (EASP) and the European Aviation Safety Plan (EASp).
The network of aviation safety analysts shall contribute to the improvement of aviation safety in the Union, in particular by performing safety analysis in support of the European Aviation Safety Programme and the European Aviation Safety Plan.
