Mandates are the instrument by which the Commission, after consultation of the 83/189 Committee, and, if this is provided for, of the relevant sectoral Committee, formally invites the European standards organizations to present, when mandates are given under New Approach Directives (q.v.), harmonized standards (q.v.) within the meaning of such Directives. Mandates are not restricted to New Approach Directives. Examples of mandates given outside the area of New Approach Directives are the mandates relating to biotechnology, information technology, measurement methods for certain emissions in the environmental field, evaluation criteria for compliance with public procurement directives, etc., poliitiline nõudlus teatud huvisfääris, millele vastavalt Euroopa Komisjon ja/või EFTA teeb ametliku ettepaneku Euroopa standardiorganisatsioonidele vabatahtlike standardite koostamiseks kindlaksmääratud aja raames, kõigi kaasatud asjasthuvitatud poolte konsensuse teel. See võib vajalik olla seadusandliku töö (vana ja uue lähenemisviisi direktiivid, riigihangete direktiivid) või mõne EÜ tööstuspoliitika alase tegevuse toetuseks.
