  • Tegemist on ELi poolt makstavate rahadega nn rakenduskava (operational programme - OP) alusel. ELi poolt rahastamise saamiseks on süsteem järgmine: esmalt esitab liikmesriik oma riikliku arengukava (NDP), Euroopa Komisjon kommenteerib kavasid ja esitab liikmesriigile selle alusel ühenduse abi raamprogrammi (Community support framework - CSF) ning kooskõlas EKga koostab liikmesriik vajadusel eri valdkondade jaoks (nt põllumajandus) rakenduskava. EL määrab sellele valdkonnale antava raha just OPs soovitule ning seda nimetatakse rakendusfondiks.

  • In regions of the Community where the degree of organisation of producers is particularly low, Member States may be authorised, on a duly substantiated request, to pay producer organisations national financial assistance equal to a maximum of half the financial contributions of producers. This assistance shall be additional to the operational fund.
  • Community financial assistance shall be granted on the terms set out in this Article to producer organizations setting up an operational fund. This fund shall be maintained by financial contributions levied on member producers on the basis of the quantities or value of fruit and vegetables actually marketed and from the financial assistance referred to in the first subparagraph. Operational funds as indicated in paragraph 1 shall be used to: (a) finance both market withdrawals and processing of citrus fruit on the terms set out in paragraph 3; (b) finance an operational programme submitted to the competent national authorities and approved by them under Article 16 (1). Such funds may also be used in whole or in part to finance an action plan submitted by a producer organization as referred to in Article 13. Use of the operational fund to finance market withdrawals and/or the processing of citrus fruit shall be permissible only if an operational programme has been approved by the competent national authorities. Financing shall take one or more of the following forms: (a) withdrawal compensation for products not listed in Annex II which comply with the standards in force if such standards have been laid down pursuant to Article 2; (b) a supplement to the Community withdrawal compensation.
