technical rule

8) tehniline norm – õigusaktis sätestatud toote, protsessi või teenuse suhtes kohaldatav tehniline spetsifikatsioon. Tehnilise normina käsitatakse ka õigusnormi, milles kehtestatud maksu tasumise kohustusega mõjutatakse toote tarbimist. Samuti käsitatakse tehnilise normina tehnilist eeskirja Euroopa Parlamendi ja nõukogu määruse (EL) 2019/515 tähenduses. Tehnilise normina ei käsitata riiklikku sotsiaalkindlustust reguleeriva õigusakti sätteid;

8) ‘technical rule’ means a technical specification applicable to a product, process or service provided in legislation. A provision of law that contains the obligation to pay a tax for the purpose of influencing the consumption of a product is also considered a technical rule. A technical regulation within the meaning of Regulation (EU) No 2019/515 of the European Parliament and of the Council is also considered a technical rule. The provisions of legislation regulating national social security are not considered technical rules;
