Any benefit which has not been determined or has been suspended by reason of the nationality or place of permanent residence of the person concerned shall, on the application of the person concerned, be determined or resumed with effect from the date of entry into force of this regulation or the date of its application in the territory of the Member State concerned unless the entitlement previously determined has been compounded by a capital payment.
