When assessing risk capital measures the Commission will therefore have to consider the possibility that the measure may confer aid on at least three different levels:
(i) aid to investors;
(ii) aid to any fund or other vehicle through which the measure operates (in the case of a "fund of funds" there may be more than one such level) ...
