  • 1. In budgetary terms, the tranche shall be the total allocation provided in the budget for each research and investment objective, taking into account any financial reserves, except where the objective as defined by the Council in the programme decisions or corresponding decisions comprises several specific stages, each forming a self contained whole.
  • 2. The exercise of Drawing Rights is subject to discussion and sometimes to conditions, except for drawings on what are called the reserve tranches (sums equal to the member's original deposits in its own currency and Special Drawing Rights), which are given "the overwhelming benefit of the doubt." Countries are also free to draw without discussion up to the net amount to which they have previously been drawn upon by other countries.
  • 3. Quantities should be allocated by maximum tranches and the applications for a new tranche should be possible only when the previously allocated tranche has been utilized by at least 50.
