In civil and commercial matters, creditors in respect of debts which arose before the opening of the bankruptcy - in particular employees - are entitled, in relation to assets situated in each contracting state, to the rights of preference or where appropriate, the rights against the general body of creditors which the law of that state attaches to those debts.
