Countering hybrid threats is not a new problem for NATO Nations as adversaries have sought regularly to operate up and down a scale of action, both in military and civil environments, depending on their level of expertise.
Interoperability for countering hybrid threats must extend beyond the military component and address all aspects of a comprehensive approach.
