1. The ex ante evaluation shall analyse the disparities, gaps and potentials of the current situation and assess the consistency of the proposed strategy with the situation and targets and have regard to the issues raised in the common evaluation questions. It shall assess the expected impact of the selected priorities for action and quantify their targets where they lend themselves thereto. It shall also verify the proposed implementing arrangements and the consistency with the Common Agricultural Policy and other policies.
2. In addition, to enhance the effectiveness and financial viability of Community assistance, ex ante appraisal, monitoring and ex post evaluation should be strengthened.
