Where several consignments of goods are grouped together and loaded on a single means of transport and are dispatched as a consolidated load by one principal in a single T1 or T2 operation, from one office of departure to one office of destination for delivery to one consignee, a Contracting Party may require that those consignments shall save in exceptional, duly justified cases, be included in one single T1 or T2 declaration with the corresponding loading lists.
