Systematic account shall be taken in mainstreaming into all areas of cooperation the following thematic or cross-cutting themes: gender issues, environmental issues and institutional development and capacity building. These areas shall also be eligible for Community support.
Gender as a Cross-cutting Theme. Women in Development/Gender Equity is a broad development theme, linked to other themes and policies (such as sustainability, the environment, human rights and good governance) which underlie all development work. Gender concerns intersect all development areas and sectors, because all policies, programs and projects have an impact on women.
