The Community shall implement a programme to assist the developing countries (hereinafter 'the programme') in their efforts to minimize the spread of the HIV/AIDS epidemic and help them cope with its impact on health and social and economic development. The programme shall be directed primarily at the poorest and least developed countries and the most disadvantaged sections of the population of developing countries.
