Community policies in several of the world's regions cover development aid, macrofinancial aid, aid for economic, regional and technical cooperation, aid for reconstruction, aid for refugees and displaced persons and aid for operations to support the consolidation of democracy and the rule of law, respect for human rights and fundamental freedoms.
Initially conceived for intra–Community balance–of–payment support, macro–financial assistance from the Community has been extended since 1990 to third countries, mainly those of Central and Eastern Europe, but progressively also to other countries in the former Soviet Union and in the Mediterranean area, with a view to supporting their political and economic reform efforts. ... In particular, Community macro–financial assistance has supported efforts by recipient countries to bring about economic reforms and structural changes. In close co–ordination with the IMF and the World Bank, it has promoted policies that are tailored to specific country needs with the overall objective of stabilizing the financial situation and establishing market–oriented economies. The Commission implements the assistance in consultation with the Economic and Financial Committee.
