The EU’s external policies, strategies, instruments and missions – overseen by the European External Action Service – have four key aims. They support stability, promote human rights and democracy, seek to spread prosperity, and support the enforcement of the rule of law and good governance.
The Commission and the Member States, together with the European External Action Service, shall ensure coordination as regards actions in and in relation to third countries, as set out in Article 3(5) of Regulation (EU) No 514/2014.

The EEAS is the European Union's diplomatic service. It helps the EU's foreign affairs chief – the High Representative for Foreign Affairs and Security Policy – carry out the Union's Common Foreign and Security Policy. Formally launched on 1 January 2011, the Service was created by the Treaty of Lisbon, which itself entered into force in 2009.
