The European Parliament and the Council shall be empowered to require any information or explanations regarding budgetary matters within their competence. The Council may be assisted in its task by a committee set up within the framework of the Permanent Representatives Committee.
A committee consisting of the Permanent Representatives of the Member States shall be responsible for preparing the work of the Council and for carrying out the tasks assigned to it by the Council.
