1. The administrative board shall consist of 30 members, of whom: (a) nine members shall represent the governments of the Member States, (b) nine members shall represent the employers' organizations, (c) nine members shall represent the employees' organizations, (d) three members shall represent the commission.
2. The Community system is operated by a Community Plant Variety Office, an autonomous body of the European Union. This Office is controlled by an Administrative Council which is composed of representatives of all Member States and of the Commission.
