(1) Kohaliku omavalitsuse üksuste ühinemine käesoleva seaduse tähenduses on uue haldusüksuse moodustamine kahe või enama senise haldusüksuse baasil või ühe haldusüksuse suurenemine kahe või enama haldusüksuse liitumise tulemusena.
