(1) Andmekogu vastutav töötleja (haldaja) on riigi- või kohaliku omavalitsuse asutus, muu avalik-õiguslik juriidiline isik või avalikke ülesandeid täitev eraõiguslik isik, kes korraldab andmekogu kasutusele võtmist, teenuste ja andmete haldamist. Andmekogu vastutav töötleja vastutab andmekogu haldamise seaduslikkuse ja andmekogu arendamise eest.
