(2) Tegevusluba on mis tahes nimetusega ettevõtjale adresseeritud haldusakt või ettevõtjaga sõlmitud haldusleping, milleta on keelatud ettevõtjal majandustegevust alustada ning mis tõendab teatud majandustegevuse nõuete täitmist teatud tegevusalal või määrab kindlaks majandustegevuse teostamise kõrvaltingimused.
