A NATO concept to facilitate the use of NATO elements of the Integrated Military Structure for crisis management operations in which not all NATO member states participate. The concept foresees the creation of mobile deployable staff elements, separable but not separate from the Integrated Command Structure, possibly complemented by elements from national Headquarters of participating non-NATO nations, which will be capable of exercising C2 in crisis management operations outside NATO territory.
