Ametniku töötulemuste ja ametikohal esitatavatele nõuetele vastavuse hindamisel on aluseks ametniku vahetu ülemuse poolt ametniku atesteerimislehele iga-aastaste vestluste alusel kantud hinnangud ja nende põhjal komisjonile esitatud ettepanekud.
Enne ametniku teenistusest vabastamist tuleb talle anda võimalus osaleda vestlusel. Vestluse kokkuvõte vormistatakse kirjalikku taasesitamist võimaldavas vormis ja edastatakse ametnikule arvamuse andmiseks.
