All machinery used to tow or to be towed must be fitted with towing or coupling devices designed, constructed and arranged to ensure easy and safe connection and disconnection, and to prevent accidental disconnection during use. In so far as the towbar load requires, such machinery must be equipped with a support with a bearing surface suited to the load and the ground.
