For the purposes of achieving the objectives of the Union, the Member States regard the laying down of rules on jurisdiction, recognition and enforcement of judgments in proceedings relating to divorce, legal separation and marriage annulment, and those relating to parental responsibility over the children of both spouses on the occasion of matrimonial proceedings, as matters of common interest falling within the scope of judicial cooperation in civil matters provided for in Title VI of the Treaty.
