Vähemalt kord aastas peab vahetu juht temale alluva ametnikuga vestluse, mille käigus hinnatakse ametniku töötulemusi, ametialast arengut ja koolitusvajadust ning räägitakse läbi järgmise perioodi eesmärgid, samuti annab ametnik juhile tagasisidet juhtimise kohta (edaspidi arengu- ja hindamisvestlus).
Teenistuja on kohustatud täitma vahetu ülemuse või ametiasutuse juhi ühekordseid teenistusalaseid korraldusi, mille täitmise kohustus ei tulene tema teenistuskohast, välja arvatud käesoleva seaduse paragrahvide 62 1. lõikes ja 63 1. lõikes loetletud juhtudel.
Teenistuse huvides võib Välisministeeriumi kantsler katkestada teenistuja puhkuse struktuuriüksuse juhi, diplomaadi vahetu ülemuse või lähetajaministeeriumi kantsleri ettepanekul ilma teenistuja nõusolekuta. Välisministeeriumi koosseisulise teenistuja puhkuse katkestamisega seotud otsesed kulud hüvitab Välisministeerium.
The duty to comply with instructions from superiors has certain limits: "Officials who receive instructions which they consider to be irregular or likely to give rise to serious difficulties shall inform their immediate superior, if necessary in writing. If the officials (or other servants) then receive written confirmation of the instructions from their superior, they shall carry them out unless they constitute a breach of criminal law or of the relevant safety standards" (Article 21).
The immediate supervisor performs a pivotal role. He or she connects an employee to senior management and vice versa, becoming the primary conduit for the flow of information within an organization. Top down, management imparts its goals and values through the supervisor who can best explain to individuals what these mean and how they may affect employees. Bottom up, the immediate supervisor ensures that employees’ voices are heard, listens to their concerns and responds to them, and passes that feedback to senior management.
