Käesolev seadus reguleerib meresõiduohutuse tagamist Eestis registreeritud laevadel ning väikelaevadel. Seadus laieneb välisriigi laevadele ja väikelaevadele Eesti Vabariigi territoriaal- ja sisemerel, samuti siseveeteedel ja sadamates niivõrd, kui see on sätestatud käesolevas seaduses.
