Community technical requirements for design and functioning should ensure that instruments continuously give measurements that are sufficiently accurate for their intended purpose. ... In so far as their control equipment permits, Member States shall, at the request of the manufacturer or of his authorised representative, grant EEC pattern approval for every pattern of instrument and all ancillary equipment which satisfies the measurement characteristics and the technical design and functioning requirements laid down by the separate directive relating to the category of instrument in question.
