Nevertheless, such visas shall enable their holders to transit through the territories of the other Contracting Parties in order to reach the territory of the Contracting Party which issued the visa, unless they fail to fulfil the entry conditions referred to in Article 5 (1) (a), (d) and (e) or they are on the national list of alerts of the Contracting Party through whose territory they seek to transit.
The Executive Committee shall also take the necessary decisions regarding the following points: ...
(g) the principles governing the preparation of a common list of aliens reported as not to be permitted entry, without prejudice to Article 96.
