equipment which is capable of being used either for transmission only, or for transmission and reception(transmit-receive), or for reception only(receive-only), of radio-communication signals by means of satellites or other space-based systems, but excluding purpose-built satellite earth station equipment intended for use as part of the public telecommunications network of a Member State
