Operational protection of the population in normal circumstances from practices subject to prior authorization means all arrangements and surveys for detecting and eliminating the factors which, in the course of any operation involving exposure to ionizing radiation, are liable to create a risk of exposure for the population which cannot be disregarded from the radiation protection point of view. Such protection shall include the following tasks: ... (c) examination and approval of plans for the discharge of radioactive effluents.
