Therefore, after consulting the Anti-Dumping Committee, the Commission deemed it necessary to publish on 1 April 2000, a notice in the Official Journal of the European Communities(3) relating to the product scope of the anti-dumping proceedings, to cover all black colorformers for use in paper coating applications ("black colorformers"), in order to investigate this matter further.
