The Commission may, in accordance with Title IV, grant aid for the common measure by financing through the Guidance Section of the European Agricultural Guidance and Guarantee Fund, hereinafter called "the Fund", the measures which are necessary for the implementation of the outline plan of agricultural advisory work, as described in Title I, and which fulfil the conditions laid down in Titles II and III.
