The proposal is most certainly a considerable improvement on the 1977 Directive; it should be said, however, that this option, which is designed to provide greater flexibility for the marine navigation sector, nevertheless constitutes a departure from the principle that all workers, including the crews of sea-going vessels, must enjoy the same rights.
