Appropriations intended for the implementation of multiannual activities may give rise to commitment appropriations and payment appropriations. Payment appropriations shall cover, up to the limit of the amount entered in the budget, expenditure arising from commitments entered into in the current financial year and/or preceding financial years.
Subject to the limits resulting from programmes or decisions involving expenditure which, in pursuance of this Treaty, require the unanimous approval of the Council, allocations for research and investment expenditure shall include: - commitment appropriations, covering a series of items which constitute a separate unit and form a coherent whole; - payment appropriations which represent the maximum amount payable each year in respect of the commitments entered into under subparagraph (a).

Unused payment authorizations shall be carried forward to the next financial year by decision of the Commission, unless the Council decides otherwise.
