The reasons which have hitherto led the Community to retain a production quota system for sugar and isoglucose remain valid. However, changes should be made in that system to take account of recent developments in production and to provide
the Community with the instruments necessary to ensure, in a fair yet efficient way, that the producers themselves meet in full the cost of disposing of the surpluses of Community production over consumption.
