Without prejudice to Article 5, products as specified in Article 1 which are imported from a third country may be marketed only where ... the competent authority or body in the third country has issued a certificate of inspection stating that the lot designated in the certificate:
- was obtained within a system of production applying rules equivalent to those laid down in Articles 6 and 7, and
- was subject to a system of inspection recognized as equivalent in accordance with paragraph 2 (b).
