The provisional Regulation described the product concerned as ropes and cables, including locked coil ropes, of iron or steel but not stainless steel, with a maximum cross-sectional dimension exceeding 3 mm, with attached fittings or not (referred to by the industry as steel wire ropes or "SWR").
