'certificates' means certificates issued by or on behalf of a Member State in accordance with the Conventions as well as certificates issued for chemical tankers and gas carriers built before 1 July 1986, in accordance with the Bulk Chemical Code (IMO Resolution A.212 (VII)) or the Bulk Gas Carrier Code (IMO Resolution A.328 (IX)).
