The quantities of basic products considered to have been used for the manufacture of goods referred to in this Regulation or, where appropriate, of agricultural products following the trade arrangements laid down by this Regulation, where the composition of those goods or products has not been established, shall be adopted in accordance with the procedure laid down in Article 16.
