Riigikogu liikmeks võib kandideerida hääleõiguslik Eesti kodanik, kes on valimiste päeval vähemalt 21-aastane ja kes valdab eesti keelt käesoleva seaduse § 21 sätestatud tasemel.
The right to vote and to stand as a candidate in elections to the European Parliament in the Member State of residence, laid down in Article 8b (2) of the Treaty establishing the European Community, is an instance of the application of the principle of non-discrimination between nationals and non-nationals and a corollary of the right to move and reside freely enshrined in Article 8a of that Treaty.
