1. It is appropriate to extend the inspection of Community vessels in the convention area to cover their compliance with any other relevant Community measures for the control and conservation of fishery resources.
2. National and Community rules are at the heart of a strengthening of the conditions controlling access to fish resources, in particular by the introduction of systems of fishing licences and permits.
