Pidada otstarbekaks soojusenergia tariifi tõusu osalist kompenseerimist elanikkonnale. Kehtestada soojusenergia hinnaks elanikkonnale 10 rbl./Gcal. Elanikele, kes 1990. aastal tasusid kasutatud soojusenergia eest üle 10 rbl./Gcal, säilitada endine hinnatase.
