The Community has introduced the concept of cohesion so that all regions may derive equal benefit from the dynamism inherent in the single market; there will be no further widening of the gap between the haves in the north and the have-nots in the south. This will be achieved mainly by adjusting the flow of expenditure from the structural Funds. The new Article 130a of the Treaty describes the general aim in the following terms: "In order to promote its overall harmonious development, the Community shall develop and pursue its actions leading to the strengthening of its economic and social cohesion. In particular, the Community shall aim at reducing disparities between the levels of development of the various regions of the Community and the backwardness of the least-favoured regions, including rural areas".
