"In situations of extraordinary and urgent necessity" the government may issue temporary legislative provisions (disposiciones legislativas provisionales) in the form of royal decree-laws, also known simply as decree-laws. These must not affect basic political institutions or civil liberties, and must be submitted to the Congress for ratification within thirty days. Not to be confused with royal decrees (reales decretos).
